There are people in this world who do not believe in God. Not because they're lazy, or evil, but because it is a perfectly valid premise upon which to build their lives. I think sometimes in Malaysia we forget this.
Anyway, that being the case, you can't extend khalwat laws to cover such people who have sex with Muslims -- there is no reference for it in their universe; i.e. having sex is not a "sin."
I understand the authorities might want to widen the khalwat net to give more ammunition to fight prostitution, maybe, especially now that the whole Sufiah math genius thing has brought the issue back into consciousness. But surely prostitution is better fought through hidden-cam sting operations than through "Islamicization" of civil law?
If you are a compassionate person, I think you should fight to protect the rights of everyone, including the right to uphold a godless belief system (which is a valid point of view), notwithstanding your own belief in God. The fact is, no one knows if God exists -- it is something that cannot be proven; therefore one is obliged, at all times, to respect the alternate point of view that there is no God. Basically what I'm saying is, if you believe in God, don't be a prick about it.
